Case Manager-JobsPlus

Overview

The Lowell Housing Authority’s JobsPLUS Program (JPP) is seeking to fill this full time/benefitted vacant newly developed position for a brand new program called Jobs Plus. The hours/days will range based on the needs of the program. There will be some night and weekend hours.

Salary Range: $40,00-$48,000

Who Is The Program Case Manager (PCM)?

If you are the ideal PCM; then you are a very motivated and engaging individual who loves working with a diverse group of people on your team as well as the individuals, you manage on your caseload. You have a proven and successful history of community engagement skills. You are excellent at motivating others to overcome objections and reach their goals. You are a positive person who is passionate about making a change with the lives of people; are a great networker, can connect resources to people, and you get things done! You are excited to play a key role in the development and implementation of a brand-new program at the Lowell Housing Authority. You are enthusiastic to witness the potential of possibilities! You can provide constructive feedback to people with the goal of change as well as receive it and learn from it. You have a solutions-based approach to what you do and are very good at developing positive, trusting and community wide relationships with all the residents of the JobsPLUS Program. You are very comfortable with maintaining those relationships with residents while working effectively as part of the team. You will be an active member of the JobsPLUS team to successfully recruit and work with over 200 of residents with the goal to recruit and engage the residents to become members of the JobsPLUS Program and support them to successfully achieve their short and long term goals. As an important member of the JobsPLUS team, you will be trained and responsible for providing outreach, developing/maintaining a strong/positive connections with all of the residents and the JobsPLUS Program; educating residents in topics including work force readiness, MA rent incentives, various education and training options, the importance of child care support/transportation, financial literacy and the Earned Income Tax Credit.

As part of the overall JobsPLUS Program Goals, the essential functions include:

  • Work closely with the professional team members of the JobsPlus Program to implement, assess, adjust and report on the program.
  • Recruit, interview, and enroll program participants.
  • Consistently promote the Jobs-Plus Program in a positive and engaging manner.
  • Establish and maintain positive working relationships with LHA’s professional team and residents,as well as organizations in the community to provide services for the prospective and currently enrolled members.
  • Prepare and maintain records and reports.
  • Connecting with employers and other community partners to develop long term relationships as resources for the program.
  • Prepare and implement trainings materials (i.e. job readiness skills)
  • Be an active role in the marketing of materials and event notifications via social media, word of mouth, informational pamphlets (Etc.) to maintain favorable public perceptions.
  • Assist with setting up guest speakers and off-site visits.
The following qualifications/basic job requirements are:
  • Bachelor’s degree in social work, human services or other relevant education preferred
  • Minimum of 2+ years of case management experience required
  • Business development and community outreach experience
  • Proven ability to overcome objections (Success oriented approach)
  • Able to recruit and retain members for the program
  • Experience working in the field with community-based organizations and/or government entities
  • Excellent professional communication skills, both verbal and written, to internal and external stakeholders
  • Strong professional boundaries are mandatory
  • Visibility of work requires the ability to work in a fast-paced environment, multi-task, and attention to detail
  • Strong organizational, presentation and networking skills
  • Must be flexible, creative, motivating, and energetic
  • Demonstrated competence in PowerPoint, Excel, Word, Internet, and social media (ex: Facebook, Instagram, Twitter)
  • Strong interpersonal skills
  • Conflict resolution and providing/receiving feedback
  • A strong willingness and demonstration to learn and grow professionally
  • Maintain confidentiality and security of participant information and records
  • Clean driving record and valid driver’s license required
  • Other duties as assigned
Special Working Conditions: Due to current COVID restrictions, depending on the circumstances, the work being conducted maybe remote at times. After COVID:
  • Frequent field work within target area and local community.
  • Must possess a valid driver's license and willingness for occasional local travel
  • Able to work indoors and out
  • Dress code: Professional dress
  • Evening and weekend hours to cover program hours

Community Outreach Specialist-JobsPlus

The Lowell Housing Authority’s JobsPLUS Program (JPP) is seeking to fill 2-4 Community Outreach Specialists (COS) open positions to work approximately 15 hours a week; no more than 18. The hours/days will range based on the needs of the program. There will be some night and weekend hours. There is some flexibility in the schedule. This is a one-year position with the possibility to extend up to four years.

Salary Range: $14-$15 hour

Who Is The Ideal Community Outreach Specialist (COS)?

The ideal RCC is a very motivated and engaging individual who is viewed as a role model or someone respected in the North Common Village (NCV). S/he is a positive person who cares about the overall good of the North Common Village and the success of the residents. S/he is excited to be a key part of a brand-new program that is being developed and implemented for the first time at Lowell Housing Authority and is enthusiastic to see the potential of possibilities! S/he can provide constructive feedback to people with the goal of change as well as receive it and learn from it. S/he is solutions based and is very good at developing positive, trusting and community wide relationships with all the residents living in NCV. S/he is very comfortable with maintaining those relationships with residents while working well as part of the team. S/he will be an active member of the JobsPLUS team to successfully recruit and work with over 200 of the NCV residents with the goal of engaging the residents to become members of the JobsPLUS Program.

As an important member of the JobsPLUS team, the ideal COS will be trained and responsible for providing outreach, developing/maintaining a strong/positive connections with all of the North Common residents and the JobsPLUS Program; educating residents in topics including work force readiness, MA rent incentives, the importance of child support/transportation, financial literacy and the Earned Income Tax Credit.

In this role, it is very important that the COS maintains the highest standard of personal conduct and integrity while working in the field and off hours, because the COS is being viewed by other residents as an ambassador for the JobsPLUS Program at all times.

These RCCs are the strongest link between the JobsPLUS Program and the NCV. The RCCs are the “bridge” to bring both the JPP and the NCV together with the goal to retain a successful and long-term partnership that will benefit the engaged and enrolled members in a very meaningful, economic, and educational way.

Special Working Conditions:

Due to current COVID restrictions, at this time, the work being conducted will mostly be remote. After COVID:
  • Frequent field work within target area and local community
  • Must be comfortable traveling by public transportation (for travel training with members as needed)
  • Able to work indoors and out
  • Dress code: JobsPLUS Program shirt (will be provided), clean pants and closed toed shoes required when working
  • Occasional night and weekend hours may be required (Time to plan for this will be provided)
