State-Aided Public Housing
State-Aided Public Housing is a state-funded public housing program to serve the housing needs of the Lowell community. The program is administered by the Massachusetts Department of Housing and Community Development (DHCD). The LHA oversees 198 units of state-aided, project-based housing serving families, the elderly, disabled persons and congregate, and supportive housing.

State Housing Programs Waiting List Opening
The Lowell Housing Authority (LHA) will be accepting applications for 0 – 4 bedroom units of state-aided elderly handicapped and state-aided family housing programs. A lottery system will be used for the purpose of the initial acceptance of applications to be placed in the LHA state waiting lists. There is no advantage to being first to apply. Income limits for the program are set at 80% of the area median income.
Applications are available beginning Friday, November 2, 2018 through Friday, November 16, 2018 between the hours of 8:30 a.m. and 2:00 p.m. at the Office of Public Housing Programs located within the Mercier Center, 21 Salem Street, Lowell, MA. You may also obtain an application by calling the Authority at (978) 364-5365.
All applications in the Authority’s possession as of November 16, 2018 at 4:30 p.m. will become part of the lottery system for tenant selection set forth by the Department of Housing and Community Development (DHCD). The lottery will be conducted through an automated computer process overseen by DHCD. Applications will be placed on a waiting list, by priority and preference, as they are drawn in the lottery.
After completion of the lottery, the LHA will continue to accept applications. All applications received after November 16, 2018 will be placed in the LHA list by priority and preference in accordance with date and time of their receipt.
