The Lowell, Massachusetts Housing Authority (LHA) is soliciting applications to select a qualified firm to perform assessments of the physical conditions of four (4) public housing developments in the LHA portfolio. LHA intends to assess viability of converting each development to the Section 8 funding platform and may utilize Rental Assistance Demonstration (RAD), Section 18 demolition/disposition, or RAD/Section 18 blending to accomplish this. LHA seeks to solicit a firm qualified in providing HUD-compliant RAD 20-year Capital Needs Assessments (CNAs) as well as HUD-compliant Section 18 Obsolescence Physical Needs Assessments (PNAs) since both forms of assessment may be required to support LHA’s portfolio repositioning.
