The Lowell Housing Authority was founded in 1937 as a result of the Housing Act of 1937. The agency is the first public housing authority in Massachusetts and is now the state’s third largest.

The LHA is governed by a five-member Board of Commissioners, made up of a housing authority resident, as well as a member appointed by the Governor of Massachusetts and three members who are appointed by the Lowell City Manager and confirmed by the Lowell City Council.
