The Lowell Housing Authority develops a number of agency plans throughout the year, including Capital Funding, Finance, and Administrative Plans. These plans are required by HUD and EOHLC to ensure compliance with and formalize program regulations, to improve programs and services, and to set the course for the Authority now and in the future. The Housing Authority crafts these plans collaboratively taking input from all agency departments, and most importantly our residents. The Lowell Housing Authority is required at certain times to make administrative plans available for public comment for 45 days prior to final submission.
