The Lowell Housing Authority (LHA) seeks the services of a qualified Payroll/HR Services provider with expertise in outsourced payroll processing and related payroll services to successfully provide these services to meet the payroll, time management, human resource and general ledger needs of LHA in the most cost effective and efficient manner possible.
The initial contract term shall be fifteen (15) months to commence upon award of the contract, which is expected to be October 1, 2021, for purposes of
implementation and training and extend through December 31, 2022. This will be considered Year One of the contract. LHA expects the winning proposer to
implement and deliver payroll process and time management service no later than the first weekly payroll of November 2021. The LHA, at its discretion retains the option to renew the contract for up to three additional one-year periods. Any contract entered into for an optional period shall be subject to the original contract terms and conditions and the accepted price proposal.
