Section 8

Reporting Fraud

The LHA is committed to ensuring that government funds made available to the Authority are spent in accordance with HUD requirements. HUD defines program fraud and abuse as a single act or patter of actions which constitutes false statements, omissions, or concealment of a substantive fact, with the intent to deceive or misled that results in use of LHA funds in violation of program requirements. The LHA designs internal policies to prevent, detect,
investigate and resolve instances of program abuse or fraud. The agency monitors tenant records, and is also subject to independent audits of tenant records by the Massachusetts Department of Housing and Community Development (DHCD), the U.S. Department of Housing and Community Development (HUD), and the Office of the Inspector General (OIG).

The LHA takes reports of fraud by tenants, program staff, and landlords seriously. The LHA will review all referrals, specific allegations, complaints and tips from any source, including other agencies, companies, and individuals, to determine if they warrant investigations.

To report fraud, please contact the Executive Office at 978-364-5311, or refer to these external federal and state resources for reporting program abuse.
