On February 17, 2023, at a Special Meeting of the Board of Commissioners, Tha Chhan, the Lowell Housing Authority’s Division of Leased Housing Director, who was actively serving as the Interim Executive Director, since December was appointed as the new Executive Director for the Lowell Housing.
Tha Chhan joined the agency in 1988 serving as a Clerk/Interpreter before being appointed as a Housing Inspector in 1989. In 2002, he was promoted to Assistant Director of Leased Housing programs then to Director in 2008. Tha holds a Master’s of Social Work from Boston University and a Bachelor’s of Science from Franklin Pierce College. Tha is fluent in English and Cambodian. Tha received a citation from the City of Lowell in 2012 for his contributions to the Cambodian community of Lowell and serves on the Board of the Cambodian Mutual Assistance Association (CMAA).
