The Lowell Housing Authority (LHA) is a high-performing public housing authority) is soliciting a resident tracking and management software (s) to assist with the implementation of the Jobs Plus Initiative (JPI) Program at the North Common Village a 524-unit development. In March 2020, HUD awarded LHA approximately $2.3 million from the Jobs Plus Initiative Program to serve residents of North Common Village.
JPI is a grant for Public Housing Agencies (PHAs) to develop locally based workforce development approaches to increase earnings and advance employment outcomes for Public Housing residents. The grant provides funds to improve employment and earnings outcomes for Public Housing residents through supports such as work readiness, employer linkages, job placement and financial literacy. LHA was one of nine communities across the nation to receive a 2019 grant award.
Currently, the software used for daily operations and resident management by the Authority is Emphasys Software. The LHA seeks a software that will interface with our current Emphasys software and allow for seamless reporting in compliance with the Jobs Plus Program
