The Lowell Housing Authority seeks a qualified, registered/licensed and insured electrical engineer to provide stamped plans and specifications for the replacement of existing threephase underground electrical lines, original to the property, throughout LHA’s AMP 2 development, Highland Parkway. The underground lines run along Avenue A, Avenue C, Doane Street and Morse Street. Scope is to include the replacement of eight (8) pad mounted transformers and bifurcating the existing single-meter service, providing metered service at each building. The electrical engineer (also refer to as “Designer”) will be responsible for identifying and including all upgrades to the existing infrastructure necessary for the HA to reintegrate the development with National Grid’s services and over-see the construction phases of this project. Due to budgetary constraints, it is likely SoW will need to be broken into multiple phases that are bid separately.

Responsibilities will include forensic discovery, schematic design, strategy for alternate power supply during construction, coordination, and advocacy on the HA’s behalf with local inspectional services and National Grid to reintegrate the existing infrastructure to their prevue (LHA currently owns and maintains equipment and service). Additional responsibilities include cost engineering, independent cost estimates (ICE), bidding and construction documents with minimal bidding assistance*, submittal approval, construction
administration for all phases, weekly site and construction meetings, meeting notes, and related tasks.
